MIAMI BEACH, Fla. — Aug. 17, 2026 — American distillers are sitting on the largest inventory of aging whiskey in the nation's history. Kentucky alone reported 16.1 million barrels of bourbon aging in bonded warehouses as of its most recent state count, plus another million barrels of other aging spirits — more than three times the inventory that defined the 1980s whiskey glut. The tax-assessed value of that inventory topped $10 billion, carrying a $75 million annual barrel tax bill that has climbed 163% in five years.

The barrels exist. The demand for finished whiskey exists. What doesn't exist is a reliable way to price a barrel, verify what's in it, and turn it into a product on a shelf.

Michael Shoer thinks that's a reporting problem.

Shoer, Managing Partner of Victory Spirits Development, spent CNN's first decade in the network's newsrooms as a news producer and then executive producer of prime-time programs, where an unsourced number never made air. He has since spent thirty years taking that same discipline into legacy industries in transition — television news, packaged ice, digital marketing, and now American spirits. Today he is applying it to the most opaque corner of the whiskey business: the private wholesale market where barrels change hands by phone call, spreadsheet, and reputation.

“In a newsroom, if you couldn't source it, you didn't run it,” Shoer said. “The bulk barrel market runs on unsourced numbers every day. A broker quotes a price, a buyer has no way to test it, and a seller has no idea whether he just left forty percent on the table. That's not a market. That's a rumor with a wire transfer attached.”

Verified Real Value

Victory Spirits Barrel Lab™ is a private B2B wholesale marketplace and operating layer for aged American whiskey. At its center is the VRV engine — Verified Real Value — an AI-assisted valuation model that scores every listed lot against insured-value curves, independent broker listings, verified closed trades, and producer reputation, rather than against whatever the last person to hold the barrel hoped it was worth.

A companion score, the Barrel Intelligence Score (BIS), evaluates the liquid itself across taste construction, value efficiency, marketability, producer, and origin — giving a buyer a defensible read on quality and salability before a sample ever ships. Every listing carries the analysis. Nothing is hidden behind a broker's discretion.

“I was intrigued when I first saw Barrel Lab connecting tasting data with predictive barrel-finishing outcomes,” said Jeff Hopmayer, founder and former CEO of Brindiamo Group, which he built into one of the world's leading bulk bourbon and whiskey sourcing, asset management, and advisory platforms before a strategic sale. “What I see today is something much bigger — a platform that could fundamentally change how this industry understands, manages and ultimately values what is inside a barrel.”

“Valuation is where it starts, not where it ends,” Shoer said. “The reason barrels don't move isn't that nobody wants them. It's that a buyer who wants forty barrels has to become a bottler, a label designer, a federal permit holder, a glass buyer, and a logistics company before he can sell a single case. This is all about streamlining that process — matching buyers with vetted service partners on their path from barrel to bottle to bar.”

Closing the Gap Between Barrel and Bar

Barrel Lab was built to remove that gauntlet. A buyer who signs a bulk sales agreement is routed into an AI-guided project workspace that models the full path from barrel to bar: co-packing and bottling capacity, stock and custom glass, brand development and package design, storage and custody, and the federal and state regulatory work — TTB formula and label approval, permits, and route-to-market structure — that has historically taken months and outside counsel to untangle.

The platform is assembling vetted partner panels across seven categories through a rolling RFP program, alongside a Verified Professionals Panel of legal, accounting, compliance, import, and export specialists available on demand at published rates.

“Every industry I've worked in hit the same wall,” Shoer said. “The incumbents defend the way it's always been done right up until the economics stop working. Then whoever built the better system takes the market. Distillers are pausing production, MGP reported brown goods sales down 59% in a quarter, and used barrels that brought two hundred dollars are moving for fifty. The surplus is real. But surplus is only a crisis if you can't convert it — and conversion is a solvable, unglamorous, operational problem. That's the whole business.”

Barrel Lab operates as a transparent, fee-based layer rather than a position-taking broker: Victory Spirits does not hold speculative barrel inventory against its customers.

One holder's view comes with a caveat: he asked not to be identified. An accredited investor who holds positions in several Bourbon Bond Funds managed by Victory Spirits, he requested anonymity so that publishing his name doesn't turn him into a target for unsolicited investment offers. Victory Spirits will pass inquiries from credentialed journalists along to him; whether he responds is his decision.

“As a bourbon barrel investor, I have found the Victory Spirits Barrel Lab to be an incredible tool for understanding the current market,” he said. “It allows me to find new investment opportunities and evaluate potential sales transactions.” He said the platform has added functionality month over month, and that the newest features should appeal to industry partners and to holders looking for support with storage, packaging, marketing and distribution.

For Hopmayer, the implications run past whiskey.

“I don't think the opportunity necessarily stops with spirits,” he said. “There are a lot of industries with significant value locked inside containers.”

Shoer will take up the question directly at ADI 2026, the American Distilling Institute's Craft Spirits Conference and Vendor Expo, on a panel titled “What's a Barrel Worth, Anyway?” The session takes place Wednesday, Aug. 19, at the Miami Beach Convention Center.

As of Aug. 14, Barrel Lab carried 384 active listings covering 114,150 barrels from 24 producers, with inventory and valuations updated on a live feed.
